Governor Snyder gives Detroit Public School's a new emergency manager

There's a new emergency manager in town. Governor Rick Snyder is pulling the EM from the City of Flint and putting him in charge of Detroit's struggling school system.

"The final draft of the story of Detroit's rebirth won't be completed until the chapter on the Detroit Public Schools is rewritten."

With that, Darnell Earley is officially the new DPS emergency manager, the fourth person to hold that title since 2009.

"The key element here is reform," Earley said. "Every organization must look at its ability to sustain itself financially."

Earley comes to Detroit from Flint where he held the same position since September 2013. He was, at one time, Saginaw's city manager and is an ordained Baptist Deacon. He'll be taking over for Jack martin who will leave DPS with a $170 million deficit and with debt services of 15% of the operating budget.

"The accounting rules promulgated by American Institute of CPAs said you could borrow money against the debt, not just DPS but all cities and schools can do that," Martin said, while defending his legacy.

But that move was something Martin admits was a bad idea in hindsight.

Debt reduction will be a big priority. But not everyone is happy with an emergency manager for DPS, but Earley says he wants to work with the elected school board.  

"There is a seat for everyone at the table who wants to be there," said Earley. "I will reach out to the board and the super, just like I will the community"

Lamar Lemmons, a member of the Detroit School Board, disagrees.

"They all say that but none of them have ever done that," Lemmons told FOX 2's Charlie Langton "We have had no input on what is going on with the district since we've had financial manager or emergency manager."

His first priority as DPS emergency manager? Find his office. 

It should be noted that Governor Rick Snyder was asked if DPS is in danger of going into bankruptcy. He adamantly denied that idea saying "No, absolutely no".
