Hani Faranso has run this convince store in the 2300 block of Elmhurst for 23 years. He says he has never had any issues with the Detroit Water and Sewerage Department - until now.
"They are not returning my calls, they are not doing their jobs," Faranso said. "They just insist that I pay them."
Faranso says he was charged $150 to put a meter on the outside of his building after the previous one went missing.
It turns out it was there all the time - just not where it was supposed to be, it was on the ground under the snow.
"They want to charge me $150 for a device which was laying on the ground, that was improperly installed," Faranso said.
He's since sent letters to the city and called multiple times questioning the charge, but he has yet to hear back.
What he has gotten back, are two shut off notices and a growing bill because of interest. He says this is about principle not the money.
"We've been here all this time, we are taxpayers," Faranso said. "We don't want to have to go anywhere over something like that."
FOX 2 has contacted the Detroit Water and Sewerage Department. a spokesman says they are looking into the issue.
