Killer used silencer in 2013 murder of Chelsea Small in Taylor

- A young woman is gunned down in a Taylor check cashing store and nearly four years later her killer has still not been caught.

On what was supposed to be Chelsea Small's 34th birthday, her friends and family gathered at her grave to celebrate her life.

"Chelsea Small was a mother of two that was killed for no reason, and there needs to be justice for her and her family," said Mandy Stewart, her sister.

The killer is shown in security camera photos inside the Advance America cash advance store moments after shooting the 30-year-old mother on Telegraph in Taylor. Small hit the store button alerting police of the robbery.

Taylor police are now releasing new information that a silencer or suppressor was used, a tip that will hopefully generate new tips.

"This is a bit of information that is pretty big, because suppressors are very uncommon when possessing it legally or illegally," said Cmdr. Michael Lividini, Taylor police. "And if someone is seen inside a shooting club or gun range, it’s something that sticks out."

Meanwhile, a strong family united refuses to let anyone forget the woman who lit up the room and most importantly her two children, ages 8 and 12 years old, still suffering.

"He has affected more than just those of us standing here," said Debi Kamen, Chelsea's mother. "Many many people. People that can't come here because it just affects them that much."

"We keep trying to tell them justice will be served," Stewart said. "I think it will help both of them if there's the closure and the individual is caught.

"This is a heinous crime that he committed and he needs to pay for what he did."

Since their nightmare began that day in November nearly four years ago, the case has grown cold.

"Who does a thing like that," said Tiffany Small, Chelsea's sister.

"I made her a promise that I would take all the necessary steps," Kamen said. "And keep this going, as much determination as I can muster until he's caught."

Police and this family won't give up until the killer is caught.

"If they think they know anything about this man, call Taylor police, call crime stoppers and let's get him caught," said Small. "It's time."
