SHELBY TWP., Mich. - Public relations rep charged with child porn in Macomb County
The Macomb County Sheriff's Office has arrested a well-known public relations rep on child pornography charges.
Philip William Frame, 61, was arrested Jan. 1 in Shelby Township.
The sheriff's office computer crimes unit received a tip that child porn images had been uploaded to an IP address to a Macomb County residence, from the National Center for Missing and Exploited Children. Detectives at the house found the child porn images both printed and electronic, while also finding marijuana.
Frame was arrested and charged with five counts of possession of child sexually abusive material, one count of using a computer to commit a crime and misdemeanor charge of possessing marijuana.
FOX 2's Taryn Asher went to Frame's house where he opened the door.
"What can I do for you," Frame said.
FOX 2: "I'd like to talk to you about the charges filed against you."
Frame shut the door.
Frame, who spent the majority of his career being paid to communicate, is not saying much now.
On Monday, January 4th, Frame was formally arraigned in the 41A District Court of Shelby Twp. Bond was continued ($10,000 cash-or-surety). He is due back in Court on January 19th at 8:30 am.
Frame posted bond and is now out of jail.
"What interaction with the children in the neighborhood was my initial concern - especially with my own children," said neighbor Cinde Maya.
FOX 2 caught up with Maya, who just learned of the charges and happened to be meeting with more concerned parents who live next door to Frame. She claims he was very friendly to kids in their neighborhood.
FOX 2: "Did he ever cross the line?"
"As far as we know, no," said May. "But we still need to interview our children make sure."
Frame was a very well-known PR agent currently working for Constrand Communications Group out of West Bloomfield.
He was once the spokesperson for the Detroit International Bridge Company, Cobo Center and Macomb County Board of Commissioners.
This isn't the first time he has been investigated for child pornography. Last September, the department of homeland security confiscated similar evidence.
Investigators with the Macomb County Sheriff’s Office say the status of that investigation is unclear.
That is Information that doesn't settle well with Maya, who never knew why authorities initially searched Frame's home until now.
"Now the charges are coming through all that time from when they initially raided the place to charges he had exposure to our children," Maya said.
FOX 2 spoke to Tom Constrand of Constrand Communications Group where Frame currently works. He says this is a gut-wrenching scenario, but because it is still under investigation he would rather not comment.
Possession of Child Sexually Abusive Material is a four-year felony.
Using a Computer to Commit Crime carries a potential seven-year prison term.
Frame's home had been searched by the Department of Homeland Security in September of 2015 after an investigation into child pornography. Evidence was confiscated at that time. The status of that investigation is not known however, it appears that Mr. Frame has continued his illegal behavior.
Frame was the former Public Relations Representative for the Macomb County Board of Commissioners.
