That $2 billion proposed balanced budget will also likely be a topic. Duggan believes it will allow the state to exit oversight some five years after filing for what is considered the largest municipal bankruptcy in U.S. history. 

He'll expand on that; he'll address new partnerships with Detroit schools that's aimed on improving education. He will touch upon various ways to improve crime in the city, as well as a continued emphasis on bettering area neighborhoods. That's something that's very important to the mayor since he first took office.

Just days after announcing a proposed $2 billion balanced budget, Detroit mayor Mike Duggan is set to deliver the State of the City Address. 

In his second term, this is Duggan's fifth State of the City address. He's expected to talk about how he's going to build on some of the things his administration has been working on, as well as show some of the progress the City has had over the past five years.
