Mayor Mike Duggan and a development group announced the proposal Wednesday that would transform about eight acres in Brush Park.
It comes at a time when demand is growing for housing in and around downtown. The plan includes apartments, condominiums and single-family row-style houses. Twenty-percent of the units will be set aside as affordable housing.
Duggan said the project involves "building a neighborhood that's going to be available to everybody."
Four historic mansions also would be restored in the neighborhood that dates back to the mid-1800s.
The proposal has to be approved by the City Council.
Brush Park is near Comerica Park, Ford Field and the Fox Theatre.
