University of Michigan's Dr. Anderson payout to come from university, not bonds or cutting costs

The University of Michigan will not be raising money through bonds or cutting costs to pay for the half of a billion dollars owed to victims of Robert Anderson. Instead, they university will be paying whatever insurance doesn't cover.
