Gretchen Whitmer says Michigan lawmakers haven't passed plans to spend federal dollars

Michigan Governor Gretchen Whitmer said Tuesday that state lawmakers have yet to approve how to deploy resources allocated to the state by the federal government and it could cost the state later.
