Police: Man threw fireworks at dogs while friend video recorded

UPDATE (5:45 p.m. 7/6/2016): A man out on bond on accessory charges in the killing of a Chester city councilman has been arrested by Rock Hill police for animal abuse after they say he and another man tortured three dogs.

Deangelo Roseboro, 21, was found in a local park by Rock Hill officers after citizens saw his photo on the news Wednesday. 

Roseboro was wanted on three charges of ill treatment to animals, according to police. They say he and another man, Tevin Anderson, 25, threw lit fireworks at dogs that were chained up in a yard.

Officers say they found a video that was recorded live on Roseboro's cell phone. The eight-minute long video shows Anderson "torturing" three dogs who were chained to fixed locations by throwing "dozens and dozens of firecrackers" at the animals, according to a police report.

At one point, one of the dogs went into its shelter where it was stuck as Anderson threw firecrackers in the shelter with the dog, the reported stated.

Officers say they arrested Anderson at his residence in the 300 block of State Street Tuesday on three counts of animal cruelty. The dogs were seized by York County Animal Control.

Animal Control says all three dogs appeared to show signs of injury and would be taken to a veterinarian to be evaluated.

Rock Hill police said Roseboro has been brought to the Rock Hill City Jail. He will have a bond hearing at 8:30 a.m. Thursday, July 7. 

Roseboro, one of four men charged as an accessory in the 2014 murder of Chester City Councilman Odell Williams, has been out on bond for his alleged role in the killing since June 2015, according to court records.

Police arrested one man and are still searching for another who they say tortured multiple dogs by shooting fireworks at them.

Officers with the Rock Hill Police Department say they were conducting proactive enforcement against known violent criminals when they found a live video via cell phone. In the video, they say Deangelo Roseboro, 21 was video-taping Tevin Anderson, 25, who was torturing three dogs who were chained to fixed location around the backyard, according to police.

Over the approximately 8-minute video, officers say Anderson threw dozens and dozens of firecrackers at the animals.

Police were unable to assess from the video whether any of the dogs had been injured from the firecrackers.

In the video, the dogs could be seen cowering and doing their best to get away from the explosions. At one point, officers say one of the dogs went into its shelter where it was stuck as Anderson threw firecrackers in the shelter with the dog.
