Charles Cahill's long rapsheet shows all his DUI arrests

In 1990, after his third operating under the influence conviction, Charles Cahill had his license revoked by the state of Michigan. He would get 9 more OUI's before an accident last week that killed a 12-year-old girl.

Video released by Sumpter Township police on Tuesday show the 49-year-old man who could barely speak after his arrest last Wednesday. Police said his blood alcohol level was almost three times the legal limit when he slammed into the back of a family minivan at 80 MPH.

There were five people inside the car including Victoria Mack and two other young children. The 12-year-old girl was in the third row. Victoria had to be cut from the vehicle and was flown to Mott Children's Hospital. She was on life support until Saturday when she died from her injuries.

Police Chief Eric Luke said a man with this lengthy of a record had no right being on the road, let alone out of jail.

"He shouldn't have been on the road - he shouldn't have been a free man in my opinion," Luke said.

FOX 2 did some digging into his driving record and the prison time he's served. Here's what we found:

1986 - Cahill was arrested for OUI for the first time in Westland.
1987 - arrested in Plymouth for OUI
1989 - arrested for a third time for OUI in Westland
(1990 - license revoked)
1991 - involved in an accident, charged with OUI in Westland
1993 - OUI in Detroit
1993 - OUI in Detroit (three months later, second offense, same location)
1996 - two accidents in one day in Westland and Livonia. Tried leaving the scene of one accident but ultimately charged with OUI in Detroit.
1997 - OUI in Detroit
(1997 - sentenced to prison for DUI offenses, paroled in February 1999)
2003 - arrested for OUI in Westland
2006 - arrested again for OUI in westland
2006 - just one month later, arrested again for OUI in Westland
2008 - involved in an accident while OUI in Detroit
(2008 - sentenced to 3-5 years in prison. He was paroled in 2011. His parole ended in 2012.
Chief Luke said it was only a matter of time before something like this happened.

"With 12 prior convictions he's just a traveling time bomb, in my opinion. He was going to hurt somebody and it just happened to be last Wednesday," Luke said.

Cahill's next court appearance is set for August 10.
